<p>City of Revelstoke Engineering Department has presented the Council with a long list of sewer, water and road projects they want to tackle in coming years.</p>
</p>
<p>The plan is a component of the capital city of engineering overall budget process. This means the Council may choose to defer some of the projects. The Timeline presented by Engineering Department showing the actual construction spread over the next five years or more.</p>
</p>
<p><strong>Measurement of water studies</strong>: Engineering Department wanted to accomplish water metering in this study, to the tune of $ 50,000. Water conservation plans call for moving to the city water meters Revelstoke residences-pay for the use of the system. The study will explore the types of meters to be used (such as wired or wireless) and what level of structure to use. &#8220;If we are not careful, people will start to save,&#8221; Mallett joked about the structure of the level; metering usage, so the price must be set appropriately to compensate for the drop.</p>

<p> BC Hydro&#039;s efforts to deflate the opposition to smart meters is met with frustration from city leaders who say the utility should speak to the public, not just politicians. </p>
<p> Gary Murphy, head of the office projects $ 930 million BC Hydro&#039;s smart metering program, the title of a panel of health experts and technology in Union City BC convention this morning. </p>
<p> He told delegates that the leadership needed to quell concerns about the smart meters. One of the concerns is the potential hazard posed by electromagnetic radiation emitted by the smart meter is a wireless network. On Wednesday delegates debate a resolution calling for a moratorium on the mandatory installation of smart meters. According to BC Hydro, 100,000 smart meters have been installed so far. </p>
<p> On Monday, BC Hydro information packet distributed to convention delegates noted they would be exposed to more than 4,500 minutes worth of electromagnetic radiation from wireless networks at the Vancouver Convention Centre. </p>
<p> &quot;Smart meter is active for an average of one minute a day,&quot; said Dr. James Lu, a medical health officer for Vancouver Coastal Health and one of the panelists delegation this morning. &quot;Health authorities confirmed that smart meters do not pose a known health problems.&quot; </p>

<p> <strong>Electricity network</strong> is the largest machine in the world and the greatest engineering achievements of the 20th century, according to the National Academy of Engineering. This one is a human achievement that went on to become almost invisible. And remarkable that, despite the huge demand we are placed on the grid &#8211; the development of technology and social and economic upheaval of unprecedented together and metamorphosis &#8211; the structure remains essentially the same. Still basically serves to transmit power from the center point of generation to the end user in a particular local. </p>
<p> That the basic structure is beginning to change, and the speed of change and level of technological innovation is looking more and more like a revolution, at least in terms of changes in scope. But other changes step. The revolution has not hit the streets. </p>
<p> &quot;The biggest enabler of smart grid technology is communication,&quot; said Matt Wakefield, smart grid program manager at the Electric Power Research Institute. Communications technology is changing the grid one-way highway to the network, interactive, dynamic, integrated. The most obvious manifestation of this change is the smart metering. With the advent of dynamic pricing, which encourages customers to shift demand to match supply of off-peak, customer acceptance may be a no-brainer. However, most consumers did not want to participate, according to Wakefield. &quot;Where is the dynamic pricing has been in place for some time we see signifificant growth, but in the new program, we typically see participation in the order of 5 to 15 percent in the first year. That means energy savings in the range of 5 to 10 percent. As technology develops and automation activated, we expect to see the numbers go up, &quot;he said. </p>
<p> Another factor that slows the evolution of the grid is the lack of standards. Automation, particularly the ability of equipment to communicate directly with the grid, depending on the development of standards, which has not been established. EPRI launched a three-year demonstration initiative to automate demand response signals and working with utilities to understand how they can be standardized and used across the industry. &quot;If we can agree as an industry to adopt a common mechanism, we will release the creativity of the market, so that the devices purchased in Tennessee do not have to retro-fit when you move to California. Only with national standards will be the instrument manufacturers to come on board,&quot; Wakefield said. </p>
<p> While smart meters in the heart of the evolution toward a smart grid, lack of public enthusiasm for them is a serious stumbling block. A study by Oracle, enterprise software and hardware systems, found that although 71 percent of the utility to see a customer buy-in as crucial for encouraging the success of a smart grid, only 43 percent said they take any steps to educate customers about the benefits of smart grid. The fact that both Google and Microsoft recently announced their temporary withdrawal from participating in the creation and design of smart meters and software to run their show that the industry needs to invest more in selling the benefits of smart grid before it can expect the support needed from the private sector . Google remains a player on the transmission side, with a 37.5 percent investment in the project $ 5 billion Connection Atlantic Wind, offshore cable which is projected to bring 6000 megawatts of wind power generated offshore from the Atlantic to the users along the corridor 350 miles on the Atlantic coast. </p>

<p> Unbeknownst to most, a small civil war has lasted for several months in one corner of Macon County, quieter and more prosperous. Just west of Franklin, Mill Creek Estates has long been a favorite for the community of retirees and people looking for summer break. </p>
<p> Tucked in a green valley embraced by the Nantahala National Forest, Mill Creek, with its shady bungalows, manicured grass and 18 &#8211; hole golf course, has always seemed more like a playground for peace from a war zone. But last fall the fighting broke out, largely waged by email, which has threatened to destroy the environment and the strained relationship quiet lazy afternoon. </p>
<p> &quot;We have a house divided,&quot; said one resident, who wished to remain unnamed for fear of retaliation. Dispute, he said, has led to threats, neighbors do not talk and lies. &quot;The whole community suffers.&quot; </p>
<p> Another resident posted this comment on a community blog: &quot;I have seen the workings of the devil, and he is on our board!&quot; </p>
<p> What&#039;s that all about? For some time several members of the Mill Creek Property Owners Association (POA) has a problem with the way the association&#039;s board of directors has conducted its business. The charges have ranged from the inability of direct negligence to fraud. Depending on who you talk to, verbal contracts and lack of acceptance has been both an efficient way to do business or completely irresponsible and shady. </p>

Clinical co-management agreements vary but generally involve a doctor, not necessarily from the same practice and perhaps with some employed by the hospital, formed a limited liability company.  Entities, which will sometimes have a small staff, can be owned by a doctor or to cooperate with the hospital.
<p> Doctors usually invest to cover the costs of start-ups, and hospital contracts with entities for certain services, such as orthopedic or surgical management of daily operations of outpatient clinics.  The company then distributes the money paid by the hospital for management services  <span id="more-471"></span> to physicians, who still collect their usual fee for providing medical care.  A co-management companies are not responsible for the organization of clinical care, although it may be part of one.  Analysts said the arrangement is an alternative for institutions that can not legally employ doctors &#8211; or not interested in doing so &#8211; but want more alignment.  A clinical co-management agreement is a good choice for doctors who do not want to buy but looking for more control of their hospital practice.
<p> &quot;Money is the second lot of time to have more meaningful input on how hospitals run their practices,&quot; said Krist Werling lawyer, a partner at McGuireWoods Chicago office.  &quot;Doctors can implement this protocol useful for their patients. &quot; However, experts say that the agreement must be managed properly to ensure that they meet all the objectives involved.  A bad company can set-up collides with federal laws relating to pay hospital illegally referrals.  &quot;This is not something the hospital or doctor will be used to enhance or increase the volume of business,&quot; said Robert Cohen, a lawyer and senior partner of Kutak Rock in Omaha, Neb.
<p> &quot;This should be viewed as a way to involve doctors, expertise and time to improve the quality of and effectiveness of hospital operations &quot;the first step to investigate the doctor prepare clinical co-management agreement, including hiring an attorney early in the process of health and development goals . .  This almost always includes a clinical improvement, but other possibilities include having the operation began on time, improve patient satisfaction and increase the involvement of doctors.  Many experts say that the key is not having too many goals.  &quot;You really want to keep it simple,&quot; says Werling.
<p> &quot;A co-management agreement that has eight different committees and 50 different purposes is very difficult to get off the ground.  Pick eight to 10 goals, and not build too much bureaucracy. &quot; The next stepis the doctor to think about what doctors should be recruited and their requirements for membership.  Doctors usually have to invest something, but what else is needed? Do doctors need to attend the meeting? Should they become members of the hospital medical staff? If co-management agreement, including a doctor only one special? Are physicians interested enough to reach the goal? &quot;The success of this arrangement depends on having a critical mass of medical workers who want to get involved,&quot; said Marc Silver, MD, vice chairman of cardiovascular services department at Genesys and board co-chair of cardiovascular management.  &quot;You can not just have a few people participating to actually see the movement on various issues.
<p>&quot; Silver directly employed by Genesys, though most members of the clinical management of enterprise-co in small practices.  This hospital has 50% of the entity.  Consultants who founded this arrangement say physicalnext ians should contact the hospital&#39;s chief executive or operating officer.  Some institutions may have a term policy paper on how they should be established and actively recruiting doctors for this purpose.  Others may be less ready, Werling said.
<p> A limited company must be formed, and the contract describes the responsibilities of all parties must work out.  Doctors must determine with the hospital how compensation will be structured.  Approximately 50% to 80% of the payments are usually fixed, with the remainder related to the goals set, but the hospital can only pay fair market value for services.  This should be determined by a third party assessor, said the lawyer.  Doctors must decide how compensation will be divided among the participants.
<p> At this point, the doctor must decide whether the amount of money that could be worth the time it takes to run the company.  Experts warn that the financial benefits can be direct or indirect.  Quality of life is also mefforts that may be affected.  &quot;Improving on-time starts in the operating room means that doctors do not sit in the doctor&#39;s waiting room twiddling their thumbs,&quot; said CB Rebsamen, MD, senior vice president for Navvis Co.  in St.

<p> Although early efforts at co-management company focused on clinical surgical special care, primary is now involved. They include board was established to manage funds related to pension benefits, all registered persons and community cooperatives, corporations, public authorities and trade unions, and corporations.  Aznurudin Alidin, an officer of Unclaimed Money Unit, said this while briefing Unclaimed Money Act 1965 2002 on the Federal Administrative Complex here yesterday which was attended by 40 people.  &quot;Section 14 of the Act allows for any persons who have unclaimed money in hand to apply the money to the Clerk, although he is not bound to do so under the Act,&quot; he said.  &quot;Money is claimed is that they are legally paid to the owner but remains unpaid for a period of not less than one year,&quot; said Aznurudin.
<p> Someexamples in this category are salaries, wages, bonuses, commissions and other pa <span id="more-472"></span> yments due to employees, dividends, insurance claims approved for payment, bank draft, cashier order and other similar documents with a validity period has expired; deposit the tender in which the goal has been met , and fixed deposits which have matured.  Aznurudin added that savings accounts, current accounts and fixed deposits that are inactive for a period of not less than seven years will be reported to the Unclaimed Money Unit.  Similarly, he said the money for business loans remained active for a period of not less than two years, for example, trade creditors and accounts receivable with credit balances will also be reported to the Unit.  &quot;Every company or companies that fail to comply with the legally responsible, if convicted, be fined not exceeding RM20, 000 and thereafter with further fine of up to RM1, 000 for each day duringviolation continues, &quot;he said. .

Bargara people Ambrey Graham says he became concerned about the drainage on the highway after heavy rain and high tides over the weekend.  &quot;There is a large concrete flaps in the holes that appear to be held by the two chains,&quot; he said.  &quot;The water pressure has pushed them, but not too much.
<p>&quot; Mr Ambrey said he was worried because a large amount of sediment contained in flood waters that are not allowed to escape.  &quot;Money Creek lagoon has become very shallow and because it heats up so quickly in the summer we ended up with algae,&quot; he said.  Mr Ambrey said algae cause lagoons for odor and can cause fish kills.  &quot;If water can not go, he also has the potential to cause flooding in some parts of Bargara,&quot; he said.  This causeway fixed clost over the weekend with water spilled on it.
<p> But th <span id="more-473"></span> e Bundaberg Regional Council deputy mayor Tony Ricciardi said the highway has a non-return valve which works to keep salt water from returning to the lagoon.  &quot;They&#39;re only open when there is more pressure on the lagoon side of the causeway,&quot; he said.  &quot;Due to high tide there is more pressure on the other side so that they can not fully open. &quot; Cr Ricciardi said the water is left out of the lagoon and the speed of slow-moving water should be raised when tides.  The Board has the expert monitoring the situation.
